You shouldn't use that for that. That's exactly what I meant: warSourceExcludes is used to exclude content in the directory defined by the warSourceDirectory. The documentation is confusing though.
Now, I don't see any quick solution to your problem so we'll have to investigate a bit to clarify. Please file a Jira issue.
