I use Mint and don't have the lockup problem. Therefore, it may be another application you are using on the system.
I have noticed that, when checking for external changes, NetBeans 11.3 can slow down considerably especially if you have multiple large projects open. The more projects open and the larger they are, the slower NetBeans becomes during the check. I didn't notice this with earlier versions of NetBeans (8.2, & 9). You may want to try and limit the number of open projects you have in NetBeans and see if that helps.
