No, you don't need root, but you do need to have curl installed. And,
yes, that will get you any Java version you like. Ubuntu just doesn't
ship with all the different JVM's and JDK's which is why sdkman exists.

Also, you're on linux and a developer, Why such a strange requirement?
I think "sudo apt install openjdk-8-jdk" is easier than actually
hunting down and setting up a jdk manually.
