I have both OpenJDK 11 and 17 in my laptop and NetBeans works fine with
both.

Here are the details from the About window:

Runtime: OpenJDK Runtime Environment 11.0.17+8-post-Debian-2

I can try to install the Linux (x86_64) deb again if you want me to check
if the black background in the selected editor tab persists even if I
switch to OpenJDK 11 and 17, or I can install more JDKs and test with those
as well.
