You can achieve this via: Tools -> Templates -> Python => Duplicate One of the default template and modify as you want.

Then it will be available in the New File creation menu

Where are the plugins located and where would I begin to find a starting point to edit that part of NetBeans; can it be done dynamically through configuration files or does it need to be edited through hard-coding and then re-compiled (the plugin)?
