The issue with Eclipse is that the documentation doesn't follow the development. In my case Eclipse does not, and sometimes, does, recognize STL public functions. Going to stackoverflow and other sources, the suggested answers range from 2025 - 2016 (or so) and do not work. The documentation is deficient.

As another case, I am trying to import an external library and associated header files. The last effort took so much time with so little results that I decided why bother.

So, the reason I am using Eclipse is that when it works it works well, but, I compile using g++ directly. I don't even try to use Eclipse because of the large (vast?) quantity of reported errors that are not errors.

Netbeans stopped really supporting C/C++ at Netbeans 8.2. I have tried to use it since with little good effect, so, enter Eclipse.

I don't mean to dissuade you from Eclipse, but, be aware that there is a learning period unsupported by documentation, including the tutorials.

Good luck.

Netbeans does not support C/C++ at all, your best bet would be Eclipse IDE; my personal opition.

Verily, with every difficulty there is relief (94:6)

I'm  trying to enable C/C++ support for the Linux tool chain., gcc, make
and gdb. I was also hoping to get some code formatting and perhaps even
library search code completion.

I am following this:
https://netbeans.apache.org/tutorial/main/kb/docs/cnd/toolchain/#_tool_collections,
but I fall over at step1 Make sure your NetBeans installation includes
the NetBeans Plugin Development module.

Because my Netbeans installation, version 3.1, has no 'Development
module'. Step 2, Create a new NetBeans module by choosing File > New
Project. On the Choose Project page of the New Project wizard, select
the category NetBeans Modules

Again I have no NetBeans to select under 'New Project'

Am I missing something obvious ??
