We've upgraded directly from 1.28.1 to 2.6. It worked, but at first the server 
wouldn't start correctly. We had to mess around with some renamed controller 
services and nar bundles (for example using DistributedMapCacheClient/Server to 
MapCacheClient/Server).
According to Jira, those breaking changes happened in 2.0.0 already 
(https://issues.apache.org/jira/browse/NIFI-13596) so I don't think you'd have 
a smoother upgrade by going to 2.0.0 first.

Btw, 2.7 was unusable to us because of memory leaks in the DBCP connection 
pools. We went for 2.6 instead, but it should be fixed in 2.8

Once you've upgraded to 2.0 you should be able to upgrade directly to 2.7.2.
