Your free to do everything you prefer, but you make maintenance a disaster when you want to edit your forms. When you create each page on a new sheet you didn't have the current problems. Secondly as all your headings are 90% the same it is easy to copy a sheet by selecting the Tab and Move/Copy Sheet from the drop down menu.

POSITION THE PICRURE IN THE CELL?

Make sure the Cell or Merged Cells are greater that the picture. Drag your picture inside the Merged Cells. Select Position and size with your Right Mouse Button and tick the Protect field.
Select Anchor  with your Right Mouse Button and select To Cell.

DEFINE PRINT RANGES?

Select the area you like to print and from the toolbar select Format --> Print Ranges .. Define
A print ranges is only applicable for the selected Sheet.

INSERT MANUAL PAGE BREAKS?

Select a Cell which should be on the next page and select Insert --> Manual Break ... Row Break

Make sure you position the picture in the cell anchor it to the cell.
You also need to define print ranges and insert manual page breaks.

I think you make your live much easier if you have each form in a separate sheet.
