Hi Fred, AOO doesn't support opening Publisher files. There is support for them in current and recent releases of LibreOffice. The current development version of Scribus (1.5.0svn) includes an import filter for MS Publisher documents apparently but the current stable series (1.4.x) and the previous versions of Scribus don't support this.
