To use common word processing formats, the built-in WordPad Windows Utility 
will do the job in terms of simple .rtf, .docx, .odt and a few forms of .txt 
files.  You might need Windows 7 or later.

Not familiar with TextEdit, but I don't think NotePad will save in a format that
word processors use--.doc, .odt, .xml, and so on.
