Many many people seem to have to filed a bug report on this issue only to to marked as duplicate and Closed. Any idea what is happening here ?

Once a bug is identified, accepted by QA and in the process of being fixed, additional reports of the same issue get closed as duplicates, so that the developers can focus only on one instance of the report. According to the information given in the original bug that you linked to, the work on this issue was finished and tested in a child workspace last week. As soon as that child workspace gets integrated, the subsequent builds of OOo shouldn't have that problem any longer.
