When a Windows computer logs on to an Active Directory domain, security policies can be pushed down to the computer, that determine exactly what a user is or isn't allowed to do. This includes permissions on folders or whether a storage device plugged into a USB port will be recognized etc. Setting this up is part of the system admin's job.
