I think you're correct. In my case, for example, it offers 3.0.1 for Mac OSX PPC in US English.
This would be great, except the download promptly fails because there is no 3.0.1 for PPC at that site, apparently. Instead, it directs one to the "download overview" page, where one is given the impression that 2.4.0 is the latest version for Mac OSX/PPC.
