Er - I suspect the OP is talking about line spacing, not character spacing.

One way:

   * Go to Find & replace
   * Click More options
   * Tick/check Regular Expressions
   * In the Find box enter a single dollar sign
   * In the Replace box enter "\n\n" without the quotes. That is
     backslash n backslash n
   * Click Replace All
   * Done.

What you have done is change the end of every line into 2 line-ends.

Another way:

   * Select the whole document (Ctrl-A)
   * Go to Format>Paragraph>Indents & Spacing
   * Near the bottom of the pane there's a heading "Line spacing";
     select Double from the drop-down list
   * Click OK
   * Done
