I don't know how the mailing list platform evolved in last years, but: are
you sure?
I mean saying I know there are moderators with enough admin rights to add
and delete addresses from a OOo mailing list (after a warning to the user
or other specific procedure of exclusion). I say so because I did it in
the past.
If there is no longer such feature in the list management platform, it's a
pity.
On the other hand, if instead the politics of administration of this list
is not to force an exclusion, well, its your (of the moderators) choice
and I respect it anyway.
Of course, I know too a moderator cannot prevent a subscribed user to post
nearly everything he/she wants, neither a moderator can delete messages
already posted.
Nevertheless, there should still be somewhere an option to exclude someone
after reiterated violations of netiquette, otherwise this list would be
prone to subscribed spammers and "vulgarities-sayers".
