No, this was stupidly removed from the GUI installer - now you have to
know ahead of time to add command-line switches to do this at install time.

I opened a bug request to create a formal 'File Association Manager' to
solve this problem once and for all (so you could switch back and forth
at will from within the OOo Options GUI), but apparently no one liked
the idea:

This doesn't work properly for Template files, nor when they are
'broken' as I describe in my bug above.
