Set up a linux machine with an account for each user & then use
NoMachines NX. For personal use the server & client bits are free for
linux, the client bit is free for Windows whether commercial or
personal. Basically what you are talking about here (if I understand
correctly) is (in the Win world) a server w/terminal server clients. You
can also set up NX so that they only open a certain application rather
than an entire desktop. NX uses ssh for secure connections & is
immensely faster than VNC.

Using NX you can set this all up for free for personal use - use that to
test to see if that suits your needs. If so, then be sure to obtain a
proper commercial use license for the office.

The above will cost you due to the commercial use. But keep in mind that

However, I think neatx still has issues that IMO say it's not ready:
