Currently OOo only offers free fonts that are built-in or are available via File > AutoPilot/Wizard > Install fonts from the web. If there are no suitable Arabic fonts there, then I suggest that you ask on the Arabic mailing list users@ar.openoffice.org or search ar.openoffice.org.
