The dictionary installer has been broken under Linux since *very* early in the development of OOo-2.0 - before OOo-1.9.69. Obviously it would be great to have the dictionary installer working before OOo-2.0 is released, otherwise you'll be:

Hmmm, I don't recall having problems installing my French and German
dictionaries using the built-in dictionary installer. I think that the
developer Laurent Godard, has actually corrected DicOOo (which is the
document that is loaded when the dictionary installer menu entry is
clicked), but it may be that his corrections haven't been integrated
into the final source code yet.

When I tried to use the DicOOo macro, I got a message that a
later release was available and gave me the option to download
it.
