The style is default.
The methode that Howard suggested worked just fine:

I had tried a page number offset that appeared after
hours of trying every which where. That completely
upset the numbering. But I tried to go back to that same
tool? and couldn't find it any more. So when "offset"
was mentioned by Howard I thought it might be the
same, but this is completely different and works OK.
The 7 number offset is still there, but I just subtract
7 from the total offset required.
The above finding of at least 2 different ways of
achieving the 'same' result is of course based on the
multible authors of OOo. In time OOo will be purged
of non viable remnants.

Here is Howards method:

"double click on the grey area where the number shows up it brings up the edit fields box). In the lower right corner of the edit field box is an option called "offset" which adjusts what number the page numbering starts at."

Are you using a different page style?  OOo is very style oriented and
allows great flexibility.
I have downloaded many pages of help text form Open
Office .org, but either they refer to earlier versions or don't work as described. I have OOo v.2.0
