Hi Nicole,
 Yes it is legit. Openoffice.org is free to use, and redistribute to anyone. 
Sometimes the ebay CDs are actually useful for people and provide a good 
service (e.g. when the purchaser does not have broadband).

But as with anything you buy online "buyer beware".
