When I have the problem you describe (the top row creeping up, or the bottom row creeping down) it can be fixed by slightly adjusting the space between the labels (increase number if the label creeps up) or by adjusting the height of the label itself. Sometimes it takes a few attempts to get it right.

The problem with all of this is the OOo deficiency whereby there are only 2 decimal points of precision in the user interface (Issue 45593 is one of several on this topic). For those of us who prefer to use English measurements this creates an insuperable problem when trying to layout a recursive page such as a label template, although it can be overcome by temporarily switching to metric, achieving the desired accuracy and then switching back - without making any further changes!

For what it is worth, I have knocked up a small family of table-based templates in Avery sizes, including 8160. If they would be of use to anyone they are freely available and, as I don't have ready access to American Letter sized paper, feedback would be useful.
