[users] Calc Accounting Format Import?

Is there a way to create a user defined number format equivalent to the 
Accounting format in Quattro Pro and Excel?

I have seen this question asked before but have not found any 
satisfactory solution, especially when importing exporting Excel spread 
sheets.
