Unlikely to be the reason, I'd say. Java is used for a part of the .odb
only, namely the actual data. If the form wizard is grayed out, the
complete .odb file is read-only, which is independet from the JRE.

Also, if no Java is present, File/New/Database creates a dBase database
by default, instead of a HSQL database.
