What version of OpenOffice are you using? Which component - Calc,
Writer, ...? Which version of which Operating System?

You say you are using Writer. As far as I know the only thing Writer
can sort is a table. So you need to convert your data into a table
and then, when you select the rows or columns you want, the Sort menu
will become available.
