It does NOT work with NOTEPAD, only WORDPAD.

It works like this:

1. Enter a2 (or 0a2, up to a maximum of 4 leading zeroes will just be
omitted).
2. Wordpad will now show a2.
3. Press Alt+x
4. a2 will now be deleted and replaced by ¢.

About leading zeroes:
a2 -> ¢
0000a2 -> ¢
00000a2 -> 0¢

No other command needs to be entered before typing a2. Believe me, I tried
it again and again and again… Just make sure that there are no hex
characters (0-f) right before a2, because that might give
you the wrong character. For example, if you want to type something like
"just give me 50¢" and you type "just give me 50a2" and then press Alt+x.
The result will then be "Just give me 傢". I don't know what 傢 means, but I
am pretty sure it doesn't mean 50¢… In this case I guess you would want to
type ¢50 rather than 50¢ anyway.

My girlfriend has Word (2000 I think) installed on her laptop since she
bought it so I tried this with word and it worked there as well. Neither of
us have Excel installed but I guess it works there too.

Johnny, how does that work ? If you open notepad and then type «0»,
followed
by «a», followed by «2», don't you simply get «0a2» - after all, you
haven't
given notepad or Windows a command that it should do something other than
produce the symbols you type, which is the function of «Ctrl + Shift + u».
Are you sure you're not entering some other command before typing «0»,
«a»,
and «2» ?...
