Why ??
Well, M$ office works ONLY in windows, so it does not need to scan the HDD for existance of libraries it requires.

OO works on many many variants of Linux, Windows and MAC. OO depends on external libraries, for which it scans the hard disk every time its starts up ....... hence the slowness. If you want to dig deeper open "soffice" script with your favorite text editor and see how performance changes when scanning for libraries is disabled (ofcourse, this may break in some cases).

Note: the slowness is obvious  etheri in Windows (XP for example)
or in Linux.
