I hope you are wrong and that internal, as opposed to user interface,
measurements are more intelligent than that. Something along the lines of
points and picas would be sensible.
Writer "internally" uses twips (=1/20 point) as a unit, other OOo apps use
1/100 mm.
No surprise there, then :-) .
