Is ist possible to get in Calc a dashed line to separate several lines from
each other when they belong to the same group for instance?

To format cells in Calc in the way you require, go to Format | Cells...
(or use right-click | Format Cells...) and choose the Numbers tab. In the
Format code box, enter:
# ##0.00
or
# ##0.##
depending on whether or not you want the digits after the fractional
separator to appear even if they are zero. You can extend this idea to
the left for longer numbers if necessary.
I don't know of any way that you can make this the default format, but it
is quite easy to apply this user-defined format to large areas of a
spreadsheet, such as multiple rows or columns - or even an entire sheet -
by selecting these areas and returning to Format Cells or using the Format
Paintbrush in the Standard toolbar.
