Changing double paragraph breaks to single ones is merely deleting
empty paragraphs. To do this:

Do you mean that the supposedly empty paragraphs may actually
contains a few spaces? If so:
o First, in the "Search for" box, enter ^ *$ (Note the space in
there!) and leave the "Replace with" box empty.
o Replace All (or as necessary).
o Then use the above technique for empty paragraphs.
