The file mentioned in that bug report is the same file. As you'll see,
the file can be opened, it just takes a long time.

Further, since 2005 the government of India has been distributing
millions of OOo CD's:

Hopefully the government of India will modify their huge & unwieldy
spreadsheet... perhaps they can outsource an OOo rewrite :-)
