There are messy ways of doing this: one is to adjust the spacing above and below a paragraph (in Format | Paragraph...) in step - that is, equally - until the next paragraph just spills over beyond the page.

But the right way to do it is using a frame. Go to Insert | Frame... | Type. For Anchor, you can choose anything *except* "As character". Under Position | Vertical (on the same tab), choose Centre and the appropriate option ("Entire page"?) from the right-hand box too. Select other options as required (disabling borders?). Then enter your text into the frame, and you will see that it centres itself vertically.
