Maybe someone else already responded to this, and I just missed it:
A common source of install/uninstall problems is if the QuickStarter
is still running. Look in your "system tray" (far bottom right hand
corner, where the clock usually is). Do you have an icon in there
that's sort of blue-grey with a couple of white squiggles on it?
(Those white squiggles are birds, by the way :) (You might have to
click a "<<" symbol to see all icons.) That's the OpenOffice
QuickStarter. Right-click on that, Exit, and then try to
uninstall/reinstall.
If this doesn't help any: Do you get any kind of popup window with an
error message in it?

1. Do as Mr. Johnson suggests.
2. If that fails, try this: http://support.microsoft.com/kb/290301 which
fixes a commonly occurring Windows problem (so common that Microsoft has
seen fit to issue, free, a special program to fix it).
