The lack of both pure technical competence and understanding of
privacy concerns and regulations in that request is indeed so huge to
be comical.

I suggest that you change ISP as soon as possible, if this is feasible
where you live, and that in any case you report this to local
newspapers, consumer or privacy protection associations, government
offices which monitor business practices...

You are welcome to keep me updated privately about how this ends up,
as I regularly follow these issues and, when possible (see signature)
write about them.
