You'd think so, but given my experiences with Windows, nothing surprises
 me, other than when it works as it should.  In the Linux version of
 OpenOffice, you can select what email application you want to use.  You
 don't have that option in Windows.

 In Thunderbird, open up Tools > Options and click on the "Check Now"
 button, to see if it is your default email app and select it, if it isn't.

to set Thunderbird explicitly as the default mail client
in the 'Add/Remove Programs' / 'Set program access and defaults' /
(User-defined).

Yes, it is. TB is indeed the default email program and under program access/rights, "Use current e-mail program" was selected. Incidentally, in that same place, access to both Opera and OE is enabled, so OOo should have found something!
