Thanks for the response Manfred
I unpacked the images.zip file and found an appropriate icon to modify.
I then attempted to import that icon with no more success than previously.
BTW the only difference between the modified icon and the one I created
from scratch was that I had failed to make the first one transparent.
However having the icon transparent didn't make any difference.
I had a look at Issue 73345 and I am not sure it is the same issue. In
Issue 73345 they are able to import the icons but they then disappear. I
am unable to successfully import them at all.
Also in Issue 73345 there is an attachment called cfg.diff with a
description "The two files (cfg.hxx,cfg.cxx) are extended to fix the issue."
What do you do with cfg.diff and where or what are the two files cfg.hxx
& cfg.cxx?
The environment is WinXP with OO 2.3.1
Thanks
Neil

Does anyone know where the default icons are stored?

Then I could modify one of them instead of creating one
from scratch that may not quite be right.
That will be a lot of work ... ;-)
Well - I did it and I could import the modified 16x16 *.png
and I could assign it to a new created function in the
standard toolbar ...
[OOo 2.3.1 / Win XP]
But please, at first have a look at Issue 73345 and then
try it again with your first *.png.

BTW: It works fine with OOo 2.4.0 rc3 / WinXP.
Good luck -
