That is because it is what the training providers provide. It is not the fault of the ECDL, so shaking them up would achieve nothing. Now if everyone who uses FLOSS went to one of the providers and made a fuss about the FLOSS alternatives not being available, that _would_ have an effect. Or alternatively, set up a training school and teach exclusively FLOSS, to counter-balance the rest.
