The limitation is with the font. In Writer, when you type "1/2", it is
converted to ½, which is a single character.  In other words, ½ is a single
character in the font you are using.

Fonts only contain the most used fractions. If you want fractions that
aren't part of the font, you have to play with superscript and subscript, or
use the Math module. Writer doesn't do that automatically.

By the way, if you type something like "13 over 60", then select those
words, and select Insert/Object/Formula from the menu, then the Math module
automatically converts the words to a fraction without leaving Writer. There
is a keyboard shortcut for that feature, too, but I can't remember it right
now. You do have to understand the right syntax for the formulas, though.
