It would probably also need to have 'anchor to character' specified explicitly (I can't see that 'format' for the style offers this as an option). But a bad downside is the lack of automatic numbering of the annotations, which the footnote facility would provide. The cross- reference facility looks rather laborious for this job. As an aside, is there any good reason why footnotes shouldn't be multi-column?
