I have not run qpid-cpp on windows in a few years (since boost 1-65) and I have never run HA on Windows. But there are some standard operating procedures you can use to see what's wrong. The first is logging. Try turning on logging to full trace for the HA module, or for the entire broker for that matter, and see what hints that reveals.
