I am using maven modules in a hierarchy as well. Mine is like

<modules>
  <module>MainApp</module>
  <module>Overview</module>
</modules>

I think the main difference between yours and mine is that I am using
j:ModuleLoader at runtime to load a module when a side menu is clicked.
