Hi Yeah the Camel throttler EIP will burst messages if they are below the threshold, and if threshold hit, then the message is hold back.
Sounds like you want something that tries to "even out" the spread? If so you can take a look at the throttler inflight route policy http://camel.apache.org/routepolicy Or implement a custom throttler where you try to even out the spread yourself.
