It will be a nice feature if you can add it to the standard throttler !

We have had a look both to the current throttler class and to the throttling
route policy to find a way to solve our problem. Both seem a bit complex to
be adapted to fit our needs. And we also have few time to do it...

So, as a first solution we'll consider use the current throttle with lower
values both for the time period and the maximum number of processed
exchanges. For example, instead of setting 1000 messages per second, we
could set 1 message per ms or 10 messages per period of 10 ms.

Do you think this could be a relevant solution to keep the solution simple
but obtain approximately the required evenly produced outbound load ?

Is there a possible significant impact on the CPU use, for example ?
