You have to do this in sources before compiling sogo.
AFAIK you can't change this in the binary afterwards.

PS: I can see the icelandic translation working once i logged in. The
problem is when searching with address in LDAP with icelandic character.
That's because you have all templates translated, which show up in your
browser.
But messages generated from sogo itself don't work because of the
missing locale.
