I've been working backward with the HTML::Parser variants and have
discovered that all versions after 3.38 (nov 11, 2004) fail with this
error.  Apparently a patch was applied starting with 3.39 that breaks my
build.

I have this working with 3.38, and I'll be sending a note to the
maintainer of HTML::Parser.
