Whatever generated that report is NOT SpamAssassin. SpamAssassin does
not accept or reject mail, it only analyzes mail. To determine why a
message was rejected, you need to look into the actions of whatever is
actually making the decision to act on mail handling based on the
SpamAssassin analysis.
