From: header rule doesn't trigger, except if I run it manually from the command line.

I have the following rule:

header BAD_FROM      From =~ /\"psfc.mit.edu\"/i
It doesn't get triggered when the email is received.   But if I run 
spamassassin from the command line, it gets triggered.

Here's the header of the email.

From: "psfc.mit.edu"<cont...@indujitech.com>
