But I use SpamAssassin from MIMEdefang and this rule is never matched.

I try to understand what could cause a rule not to match when run from
MIMEdefang. I see it has tflags publish and I can't find a
documentation of this flag in

Anyone any insights on why this check is not performed when running
from MIMEdefang?

how do you run spamassassin from MIMEDefang ? Are you using spamc(1), 
spamassassin(1) or another method ?
MIMEDefang might read different rules depending on the user it runs 
spamassassin as well.
