you can register an account and file a bug.
To understand how a phishing rule is misfiring, we would need
non-obfuscated copies of any mislabeled mail.
I haven't studied the URI_PHISH performance at all, but looking at the
rule I'm rather surprised it can ever be hit. So many exceptions...
