nevermind, my bad...
In case anyone else notices this: Mail::SpamAssassin::URI.pm is a new
module that is in the current trunk of the source code repo but which is
not yet in use by any other module. It doesn't install in a 'clean'
build because right now the trunk is not in a release-ready state and
the work which would wire URI.pm into existing SA code to replace
scattered URI-parsing code has not been done yet, along with the simpler
work of making it install.
Please do not take this as a reason to not install and run the 'trunk'
code or an indication that doing so is in any way discouraged. The trunk
may not always be in a releasable state, but it should always build,
install, and run without major errors. Every bit of code gets reviewed
by humans and tested.

If you build clean from source, the URI.pm is missing from the
install (it
is in the source directory though) but not copied over after calling:
gmake
install
